VET in Schools
Students in Years 10, 11 and 12 can complete a nationally recognised qualification while they are still at school, at no cost. Horizon2 delivers CHC22015 Certificate II in Community Services under the Queensland Government VETiS 2026 and 2027 program.
VETiS at a glance
- Years 10, 11 or 12 at a Queensland secondary school
- CHC22015 Certificate II in Community Services
- Blended delivery, face to face and online
- No fees of any kind for students
- One funded VETiS qualification per student
Finish school with a qualification employers recognise.
VET in Schools is funded by the Queensland Government through the Department of Trade, Employment and Training. It covers the training fees for courses aligned to jobs and skills in demand, so school students can start building towards a career before they leave school.
Horizon2 delivers VETiS as an approved Skills Assure Supplier, RTO 40932. Students complete the qualification alongside their school studies, and it stays with them whatever they choose to do next.
Students pay nothing
There are no student fees and no co-contribution fees for VETiS. The Queensland Government covers the full cost by paying Horizon2 directly, so the training is genuinely free to the student and their family.
CHC22015 Certificate II in Community Services
A nationally recognised introduction to the community services sector and the work involved in supporting people, delivered alongside the student's school studies.
What students learn
An introduction to community services work, including communicating with people from diverse backgrounds, working safely and effectively, and understanding the role of a support worker.
How it is delivered
Blended delivery, combining face to face sessions with online learning, arranged around the school timetable in consultation with the school. No employer and no training contract are required.
Where it leads
A recognised starting point for the community services sector, and a step towards Certificate III and IV qualifications in aged care, disability support, youth work and community services after school.
A real qualification, not a taster
CHC22015 is a nationally recognised qualification listed on training.gov.au. Employers recognise it, it appears on the student's record, and it counts as genuine prior study when they move on to a Certificate III after school.
Who can enrol?
Eligibility is set by the Queensland Government, not by Horizon2. To access a funded VETiS place, a student must meet all of the following.
The student must
- Be enrolled in Years 10, 11 or 12 at a Queensland secondary school
- Have a genuine interest in pursuing a post-school vocational occupation
- Be first enrolled in a VETiS general training pathway qualification on or after 1 January 2026
- Commence training no later than 17 September 2027
- Be able to complete all training and assessment by 30 June 2028
The student must not
- Be an international secondary school exchange student
- Have already completed a certificate I or II VETiS qualification funded by the Department
- Be enrolled in another Department-funded qualification
This uses the student's one VETiS entitlement
Each student gets one funded VETiS qualification while they are at school. Before enrolling, the student, or their parent or carer if they are under 18, signs an acknowledgement confirming they understand they are using that entitlement.
The good news for later: completing a Department-funded certificate I, II or III through a general training pathway while at school does not affect eligibility for Career Start or Career Boost after school. The funding available after leaving school stays available.
This program has a hard closing date
These dates are set by the Department and cannot be extended under any circumstances. For a student choosing a course, the timing matters as much as the eligibility.
17 September 2027
The last date a student can commence training under VETiS 2026 and 2027. Students wanting to start between 18 September and 26 November 2027 need Departmental approval, granted at the Department's sole discretion.
30 June 2028
All training and assessment must be complete. Any part of the qualification not finished by this date will not be funded, and no extensions are available.
No 2028 enrolments
Requests to enrol in 2028 will not be accepted or approved under any circumstances. Students already enrolled in the previous VETiS program can finish their training, but still must complete everything by 30 June 2028.
We will not enrol a student who cannot finish in time
We are required to satisfy ourselves, and keep records showing it, that a student can complete the whole qualification before funding closes. If the timeframe does not work for a particular student, we will say so before enrolment rather than start something that cannot be finished.
What we give students and families up front
Before a student enrols, we provide the student, and their parent or guardian where relevant, with everything needed to make an informed decision.
A qualification Fact Sheet
Covering delivery mode, training and assessment timelines, assessment methods, delivery locations, and everything required to complete the qualification, including any licensing or vocational placement requirements.
Your entitlement, explained
Confirmation of what the VETiS entitlement is and when it will be exhausted, plus a clear statement that any part of the qualification not completed by 30 June 2028 will not be funded.
Support and privacy
Details of the student support services available, and our privacy notice setting out how the student's information is collected, used and protected.
Student support →Where a vocational placement forms part of the qualification, Horizon2 arranges it. Horizon2 does not use third party arrangements for VETiS delivery, so all training and assessment is delivered by us.
Working with school VET coordinators
Schools play a central role in helping students and their families make good decisions about training and career pathways.
How we work with you
- Delivery arranged around your timetable
- Blended model, so contact time is manageable
- Clear timelines mapped against the 30 June 2028 deadline
- Regular progress information for your VET coordinator
- All training and assessment delivered by Horizon2, with no third parties
A targeted approach works best
The Department encourages schools to enrol students in training that genuinely supports their intended post-school pathway, rather than filling places. Community services suits students who are drawn to working with people, and it opens a real route into aged care, disability, youth work and family support.
We would rather have a small, committed cohort that finishes than a large one that does not.

Questions from students and parents
Does it really cost nothing?
Yes. There are no student fees and no co-contribution fees for VETiS. The Queensland Government pays Horizon2 directly so students can do the training for free.
Do I need a job or an employer to do this?
No. This is a general training pathway, so you study alongside school with no employer and no training contract required.
Will this use up funding I might want later?
It uses your one VETiS entitlement while you are at school. It does not affect your eligibility for Career Start or Career Boost after you leave school, so you can still access funding for a certificate III, IV or diploma later.
How much extra work is it on top of school?
The blended model means some sessions are face to face and the rest is online, arranged around your school timetable. We work it out with your school so it fits alongside your other subjects rather than competing with them.
What if I do not finish before the deadline?
Any part of the qualification not completed by 30 June 2028 is not funded, and there are no extensions. This is why we check timelines carefully before enrolling anyone, and why we will not start a student we do not believe can finish.
What happens after I finish?
You keep a nationally recognised qualification, and we can talk with you about where it leads, whether that is straight into work or on to a certificate III after school.
