The Australian vocational education and training sector is under increased scrutiny as regulators crack down on non-genuine training providers issuing fraudulent qualifications through poor-quality Recognition of Prior Learning practices.

Over the past year, more than 45,000 students have reportedly had qualifications cancelled, largely due to dodgy RPL. We have also seen many students, sometimes referred to as “VETugees”, come to us distressed after being taken in by dodgy RPL providers and seeking support to gain their qualifications the right way.

45,000+

students have reportedly had qualifications cancelled, largely due to non-genuine or dodgy RPL practices.

ASQA’s recent “Real Skills Deserve Real Recognition” campaign aims to protect students from being misled by providers promising fast, guaranteed or no-study qualifications. The message is clear: real skills deserve genuine assessment and legitimate recognition.

What legitimate RPL should look like

Recognition of Prior Learning is a formal assessment process that recognises skills and knowledge gained through work experience, previous training, industry practice, informal learning and life experience.

Legitimate RPL is not a shortcut or a qualification for sale. Quality RPL can save students time and avoid unnecessary or repeated training, but it must still meet the same nationally defined competency standards required for the qualification. RPL is simply an alternative assessment method for proving competency.

Genuine RPL should include:

  • Detailed skills assessment
  • Self-assessment and suitability discussion
  • Collection of workplace evidence
  • A detailed evidence guide at unit level
  • Assessor interviews or competency conversations
  • Practical demonstrations where required
  • Gap training if skills are incomplete

Red flags students should watch for

Students should be cautious of providers or brokers advertising claims that make RPL sound instant, guaranteed or assessment-free.

Warning signs may include:

  • “Get qualified in 7 days”
  • “No classes or assessment required”
  • “100% guaranteed qualification”
  • “No study necessary”
  • “Fast-track migration outcomes”
  • Providers who only ask for a resume and ID
  • No practical assessment or evidence gathering
  • Pressure selling tactics
  • Communication only through WhatsApp or encrypted messaging apps
  • Providers who do not clearly identify the issuing RTO
  • Providers who are not RTOs themselves
  • No clear details about the trainer and assessor
  • Unrealistic promises about employment or migration outcomes

Always request the RTO number and check who will actually issue the qualification. If a provider promises a qualification without properly assessing your competency, the qualification may later be cancelled by regulators.

Why this matters

ASQA has already cancelled thousands of qualifications issued through non-compliant RPL practices and removed a number of providers from the training sector. This is more than a compliance issue.

Fraudulent qualifications can damage career opportunities, impact migration applications, put employers and vulnerable people at risk, undermine trust in the VET system and leave students out of pocket.

Students deserve qualifications that are respected by industry and backed by genuine skills. Real experience deserves real recognition - but it must be assessed properly.

How Horizon2 supports genuine RPL

At Horizon2, we believe experienced workers should receive proper recognition for the skills they already have, but through a rigorous and ethical assessment process.

Our approach includes individual suitability discussions, clear explanation of the RPL process, collection and review of workplace evidence, qualified assessor interviews, practical validation where required, gap training pathways, transparent fees and realistic timeframes.

Students also have direct contact with industry-leading trainers and assessors with decades of industry experience. Horizon2 is supported by a multi-award-winning team with a strong track record of compliance.

We do not offer instant qualifications or guaranteed outcomes. Instead, we work with students to ensure their experience is properly assessed against nationally recognised training package requirements.

Questions students should ask before enrolling

Before committing to an RPL provider, students should ask practical questions about the organisation, the assessment process and the qualification being issued.

Ask before you enrol:

  • Is the organisation a legitimate Registered Training Organisation?
  • What evidence will I need to provide?
  • Will I complete interviews or practical assessments?
  • What happens if I have skill gaps?
  • Are the assessors qualified and industry experienced?
  • Is the qualification nationally recognised?
  • Can I verify the RTO on training.gov.au?

If the answers seem vague, rushed or too easy, that may be a warning sign.

Official student resources

Students are encouraged to review official government information about genuine skills recognition, quality RPL and how to avoid dodgy training providers.

These resources provide further information about student protection, legitimate RPL processes and the national response to non-genuine training providers.

Real experience deserves real recognition

RPL is an important and legitimate part of Australia’s training system when delivered correctly. It allows skilled workers to gain formal recognition for the experience they already possess while ensuring qualifications remain meaningful and trusted by employers.

At Horizon2, we are committed to maintaining the integrity of vocational education while supporting students through ethical, compliant and student-focused assessment processes.
